931.11 DEPOSIT REQUIRED FOR NEW AND CHANGING USERS.
   (a)   (1)    A deposit of one hundred dollars ($100.00) or two hundred dollars ($200.00) for rental properties shall be collected from all new accounts. Water service must be maintained in the name of the property owner, the property owner’s agent or tenant of the property. The deposit shall be held in escrow until the account is closed and the final bill is paid in full. The final bill will be made with the deposit being applied against the charge and any balance returned to the user.
      (2)    All property owners are responsible for payment of all charges incurred for water service supplied to the premises of the property owner. However, for the convenience of the property owner, the Village will, at the property owner's request, bill the tenant directly for the water service used. Unless paid pursuant to subsection (a)(1) above, a two hundred dollar ($200.00) deposit will be required.
   (b)   The billings and deposit shall in no way relieve the property owner from being responsible for the payment of all water service furnished the premises to the extent that the aggregate amount of any bills exceed the deposit. The Village may terminate water service and water service shall not be furnished to the property owner or tenant until the amount owed for water service plus a new deposit is paid.
