(a) The water charges levied, at the rates established by Section 931.09 are hereby reaffirmed and reenacted to be effective for the quarter beginning October 1, 1987, and shall thereafter be billed on the fifth day of each month of the calendar year and be payable on or before the twentieth day of the month of the billing.
(b) Any premises making connection with the waterworks system on or after October 1, 1987 shall be charged a per diem pro-rata amount based upon the quarterly charge from the time such connection is made until the commencement of the next following billing period applicable to the premises. In case of failure to pay any bill for water charges when due, a penalty of 10% of such charge shall be added to the bill.
