It is determined and declared to be necessary for the due protection of the public health, safety, and welfare of the Municipality to establish and collect charges for the use of the products and services of the Municipal waterworks system upon all lots, lands, and premises served by or having connection to that waterworks system; and to use the moneys collected therefrom to pay the expenses of operating and maintaining the Municipal waterworks system and to make adequate provision for working capital for that system, for the payment of the principal of, interest on, and other fund requirements of any waterworks system first mortgage revenue bonds, waterworks system first mortgage temporary revenue bonds, waterworks system general obligation bonds, or waterworks system general obligation bond anticipation notes which have been or may be issued to pay costs of extensions of or improvements to that waterworks system.
