(a) No person or entity shall connect into a water line within the Municipality prior to receiving written consent from a Municipal person designated by the Municipal Council.
(b) Any person or entity who shall violate this section and any person who aids, abets or assists therein, shall, upon conviction thereof for each violation be subject to a fine of any amount not exceeding one thousand dollars ($1,000).
