In the event the Superintendent of Wastewater Facilities or any other duly authorized employee of the Village is denied entry upon any property for the purpose of inspection, measurements, sampling, and testing, the Superintendent is hereby empowered to bring whatever actions are necessary to compel the inspection and the property owner shall be liable for all costs and expenses of such action. The Superintendent shall give notice to the owner of the property of his intention to so inspect the premises, which notice shall state the time when the inspection is to be made. The inspection shall be made between the hours of 8:00 a.m. and 5:00 p.m. and shall not be made on any Saturday, Sunday, or holiday.
