(a) The position of Superintendent of the Wastewater Facilities is hereby created. The Superintendent shall be employed by the Administrator. His salary shall be fixed by Council and he shall be paid from the Sewer Fund. The Superintendent shall hold his position at the will of the Administrator and may also be employed by the Administrator for other services.
(b) The Superintendent shall have charge of the Wastewater Facilities in its operation and maintenance and under the direction and control of the Administrator.
(c) The Superintendent shall have charge of the inspection of all public sewer construction, all sewers, public and private, and all connections as provided in this chapter. The aforesaid inspections shall be made by the Superintendent or some person under his direction and control. The Superintendent shall have charge of all of the employees in the Wastewater Facilities and shall perform such duties as are provided for by ordinance and as determined by the Administrator.
(d) The Superintendent shall keep or cause to be kept records, plats, maps, and plans of the wastewater facilities which shall be made available for inspection by the officers, Council members and the general public at all reasonable times during business hours.
(e) The Superintendent shall perform all duties necessary to insure the proper and efficient operation of the wastewater facilities and all functions thereof.
