921.21 POWERS AND AUTHORITY OF INSPECTORS.
   (a)   The Superintendent shall make and enforce rules and regulations subject to approval of Council, establishing the types and characteristics of sanitary sewage and industrial wastes and other matter, not specifically covered in this chapter, which shall not be discharged into the Municipal sewerage system and the types and characteristics of sanitary sewage and industrial wastes admissible to the Municipal sewerage system only after pretreatment. Such rules and regulations shall be subject to appeal to the Council which shall appoint three reputable and qualified persons to investigate the appeal and agree to affirm or reject the ruling of the Superintendent.
   (b)   The Superintendent and other duly authorized employees of the Municipality bearing proper credentials and identification shall be permitted to enter upon all properties for the purposes of inspection, observation, measurement, sampling, and testing, in accordance with the provisions of this chapter.
