The owner of each lot, land or premises connected to the sanitary or combined sewer system in the Village or having such connection available shall, as well as the lessee of such lot, land or premise, be liable to the Village for any charge or fee levied by this section. All sewer service charges or fees shall be collected by the Village, which Village shall make and enforce such bylaws, rules and regulations as may be deemed necessary.
