All excavations for the taps and the trench and sewer from the tap to the applicant's property line shall be made by the applicant. The replacement or repair of sewers cut off or broken during digging shall be the responsibility of the applicant or his contractor. The applicant shall be responsible for all excavations, trenches, and other hazards created in the construction of the private sewers, shall be responsible to erect guard rails and barricades and shall provide the lights necessary to warn the public of the dangers created.
