921.07 MANHOLE OR PLUGGED CLEANOUT REQUIRED.
   In order to provide a means of cleaning sewers without digging holes and breaking tile, it is ordained that whenever there is available a manhole into which a sewer may be connected, the sewer shall be connected directly into the manhole. Where no manhole is available, the property owner shall provide the private sewer system with a six-inch plugged cleanout at the building and at the property line. The cleanout shall be Y fittings with the top of the riser pipes no less than six inches below ground level. A manhole will be construed as being available whenever it is within the property line available to be served by a sewer.
