The approval of a permit to construct a sewer and to secure a tap into a public sewer shall not be construed as the granting of authority to disturb, cut into, open, or tunnel under a street or alley pavement or a private drive approach. A separate application shall be made to the Council whenever the pavement must be disturbed or tunneled in order to make a sewer.
