A Tree Preservation Plan shall be submitted to the Planning Commission for all developments requiring a development plan. In the case where no trees exist on the site with a diameter of eight inches or greater, a Tree Preservation Plan is not required. However, all of the other requirements of this chapter shall be met including the minimum tree standards. The Tree Preservation Plan shall be made a part of the development plan and, after approval by the Commission and Council, shall be implemented prior to the issuance of an occupancy permit.
