(a) It shall be unlawful for any person, firm, corporation or employee of any such person, firm or corporation engaged in the business of posting advertising bills, advertising sign painting, advertising card tacking or pasting, distributing advertising bills or advertising matter, or advertising any article or compound, to go upon or use any of the streets, alleys, sidewalks, or public grounds of the Village for the purpose of engaging in the business of posting advertising bills, advertising sign painting, advertising card tacking or pasting, or distributing advertising bills or advertising matter without first having obtained a license to do so, for each person so using such streets, alleys, sidewalks, or public grounds, from the Village before going onto or using any of such streets, alleys, sidewalks, or public grounds of the Village for such purposes.
(b) The Mayor is hereby authorized and empowered to grant and issue such a license to parties requesting the same and shall have the power to revoke the license granted in case of its abuse. The person or entity obtaining such a license shall pay therefor the sum of twenty dollars ($20.00) for a twenty-four hour period each week or in the alternative, a lump sum payment, in advance of eight hundred dollars ($800.00) per year for a twenty-four hour period each week.
(c) Nothing in this section shall be construed as prohibiting any firm, person, or corporation from distributing any newspaper or third-class bulk mailing matter that contains news articles without the license described in this section.
