(a) Any dog that is on the outside premise of the owner or keeper shall be securely chained, no closer than fifteen feet from the edge of a public sidewalk and/or thoroughfare.
(b) Whoever violates this section shall be guilty of a minor misdemeanor. Each day that the violation continues shall be considered a separate and distinct offense.
