925.16 TAP-IN FEES.
   (a)   The charge for a new ¾ inch water tap installation shall be borne by the consumer and shall be Nine Hundred dollars ($900.00) and the City shall provide the proper meter.
   (b)   The charge for a new one-inch water tap shall be one thousand dollars ($1,000.00) and the City shall provide the proper meter.
   (c)   The charge for all larger taps above the size of one inch and any change in location of taps, service fees, connections shall be the actual cost of all materials including the meter, equipment use and labor costs involved in installing the tap.
   (d)   All new residential water taps shall have the meter installed in an outside pit located near the property line.
   (e)   Major jobs shall be billed time, equipment and materials for the actual hours on the job. Such jobs shall include, but not limited to:
      (1)   Service taps for 1 1/2", 2", 4", 6" and 8" taps.
      (2)   Hydrant repairs due to accidents; unless minor repairs are needed.
      (3)   Water main ruptures by private contractor.
   (f)   Labor fees shall be assessed at sixty dollars ($60.00) per hour or ninety dollars ($90.00) per hour during other than normal working hours, for minor projects. Equipment fees shall be assessed at forty dollars ($40.00) per hour.
   (g)   All meters shall become the property of the City, and such meters shall be accessible to City personnel at reasonable times during normal working hours.
   (h)   Failure to comply with subsection (g) hereof shall be cause for an outside meter pit to be installed; with appropriate fees to be assessed as in subsection (a) and (b) hereof.
