(f) Any owner or person residing or controlling property outside of the corporation limits of Delphos who is purchasing water from the City of Delphos, shall pay a surcharge of two hundred percent (200%) or two times the regular charge for similar service to residents of the City. Any waivers or variances of the surcharge shall be in accordance with Ordinance 1992-23 (925.10). This rate will not be applicable to customers outside the City who purchase city water under the Allen Water District contract.

(h) The Utility bills will be billed monthly and shall be payable as follows:
1 | Initial billing (net amount due). If 15th falls on a Saturday or Sunday or a recognized holiday, the payment is due on the next business day. | 15th of the month (monthly) |
2 | Penalty of 10% will be added the next business day after the due date to each delinquent bill. | 16th day of the month |

(i) A CPI rate adjustment shall be presented to Council by the Auditor in ordinance form each February for consideration regarding water rate increases. The rate adjustment shall be a percentage equal to the previous calendar year’s percentage change in the Consumer Price Index (CPI). The rate adjustment shall be effective with the May billing in each calendar year.
