925.09 RATES AND FEES.
   (a)   Water Service Charge. Effective with the May billing, water service charges pursuant to this section shall be billed quarterly or monthly and shall be subject to a service charge as listed in 925.07 (b). (Ord. 2018-33. Passed 11-5-18.)

   (c)   Fire line Monthly Service Connection Fees. EDITOR’S NOTE: Former subsection (c) hereof was repealed by Ordinance 2017-5.

   (f)   Any owner or person residing or controlling property outside of the corporation limits of Delphos who is purchasing water from the City of Delphos, shall pay a surcharge of two hundred percent (200%) or two times the regular charge for similar service to residents of the City. Any waivers or variances of the surcharge shall be in accordance with Ordinance 1992-23 (925.10). This rate will not be applicable to customers outside the City who purchase city water under the Allen Water District contract.

   (h)   The Utility bills will be billed monthly and shall be payable as follows:

Initial billing (net amount due). If 15th falls on a Saturday or Sunday or a recognized holiday, the payment is due on the next business day.

Penalty of 10% will be added the next business day after the due date to each delinquent bill.

Mail received on the next business day that is postmarked for the due date will not receive a penalty.

Last business day of the month unless written payment arrangements have been approved by the Utility Clerk or Safety Service Director.

   (i)   A CPI rate adjustment shall be presented to Council by the Auditor in ordinance form each February for consideration regarding water rate increases. The rate adjustment shall be a percentage equal to the previous calendar year’s percentage change in the Consumer Price Index (CPI). The rate adjustment shall be effective with the May billing in each calendar year.

      (1)   There shall not be a CPI increase for the 2020 water and sewer rates as authorized in subsection (i) hereof which would have been effective for the May 2020 billing.
