(a) No person, firm or corporation may connect to any public water line, tamper with or remove any meter or meter seal, or insert a meter bypass without the permission of the City of Delphos under penalty provided in this chapter and also under penalty of having the water turned off. If the City finds that a meter seal has been broken or any bypass inserted and there is evidence that the meter has been tampered with, the water shall be shut off and shall not be turned on again until the consumer or owner of the premises shall pay for the estimated quantity of water which has been used and registered, the cost of repair for any damage to city property and in addition thereto a fee of Fifty dollars ($50.00) for turning on such water. The criminal laws of the State of Ohio provide severe penalties for the tempering with water meters, meter seals, etc.
(b) No person, firm or corporation shall establish or permit to be established or maintain or permit to be maintained any connection whereby a private, auxiliary or emergency water supply other than the regular public water supply of the Municipality may enter the supply or distributing system of the City, unless such private, auxiliary or emergency water supply and the method of connection and use of such supply shall have been approved by the Safety Service Director or his agent and by the Ohio Department of Health.
