The funds collected under the provisions of this chapter shall be deposited on receipt in the Income Tax Account of the City and shall be disbursed by Council as follows:
(a) For the costs and expenses of collecting the taxes levied by this chapter, and the costs of administering and enforcing the provisions hereof, such part of the funds as may be necessary.

(b) Thirty-three percent (33%) of the balance of the revenue shall be used for improving municipal sewerage treatment facilities and sewer system of the City.
(c) Sixty-seven percent (67%) of the balance of the revenue shall be used to support the General Fund.

(d) Upon completion of subsection (b) such funds shall be used for the separation of the storm and sanitary sewerage system.
