   155.01 CIVIL DEFENSE BOARD ESTABLISHED.
   (a)    The Mayor is hereby authorized to be in full command of all civil defense procedures and activities in time of an emergency.
   (b)    A Civil Defense Board, consisting of three members of Council shall be established to work with the Civil Defense Coordinator.
