(a) Certificate of Appropriateness Required. A Certificate of Appropriateness shall be required from the Design Review Board in addition to a Zoning Certificate for exterior changes or improvements in the Downtown Business District. A Certificate of Appropriateness shall be required for any proposed:
(1) Construction, reconstruction, alteration, replacement, repair or modification of an exterior wall or architectural feature of any building or structure;
(2) Demolition;
(3) New Construction; or
(4) Installation or visible changes to landscaping, plantings, fences, signs, or other visible exterior improvements.
