That the Downtown Business District for the City of Delphos shall be established as all streets north of the CSX Corp. Railroad tracks to Fifth Street and from the east side of Jefferson Street east to the west side of Franklin Street. These streets would include Jefferson, Canal, Main, Washington and Franklin Streets as well as First, Second, Third, and Fourth and Fifth Streets.
