(a) A City Planning Commission, consisting of five members, the Mayor, Service Director and three citizens of the City is hereby established. All final master plans prepared by the Planning Commission, together with their additions or amendments shall be approved by Council.
(b) The three citizen members of the Planning Commission shall serve without compensation and shall be appointed by the Mayor. One of such members of the first commission shall be appointed for six years, one for four years, and one for two years. Subsequent appointments will be for terms of six years.
