   121.02 AMENDMENT OR REPEAL OF INITIATIVE PROCEDURES.
   (a)   Council hereby declares that it will not and shall not repeal or amend ordinances enacted by initiative procedures or approved by referendum.
   (b)   This section’s application is prospective only and shall not apply to any initiative and referendum procedures that have been enacted or adopted prior to the enactment of Ordinance 1996-17.
