It shall be unlawful for any person, firm, or corporation to act or engage in the business of building, construction, repair, remodeling, removal, alteration, painting or demolition for others within the City unless the person, firm, or corporation shall have received a certificate of registration from the Safety-Service Director therefore. All contractors and sub-contractors are required to obtain a Certificate of Registration. However, the owner-occupant of a single dwelling house may carry on any of the work governed by this code without the certificate of registration provided that the owner shall obtain a permit for any such work and shall call for inspection as provided herein.
