The Mayor is authorized and empowered to issue a license to any person applying therefor, upon the payment by the person to the Mayor of a license fee as follows:
(a) For bill posting the license fee shall be twenty-five dollars ($25.00) per year.
(b) For bill distributing and card tacking, hawking or auto advertising, the license fee shall be ten dollars ($10.00) per year.
