(a) Any parent, guardian, custodian or person responsible for a minor who violates this chapter is guilty of a minor misdemeanor.
(b) Any minor who violates this chapter shall be apprehended and charged as being an unruly child and taken before the juvenile court having jurisdiction over the case.
