(A) The Superintendent shall read, or cause to be read, every meter used in the village at such times as is necessary that the bills may be sent out at the proper time.

(B) All village water meters shall be taken out and tested upon the complaint of the consumer, upon payment of a fee of $10. If upon the test the meter is not within 3% of accurate, it shall be repaired and the $10 fee returned to the consumer.
