The owner of the premises to be served shall be responsible for the payment of all charges for water services thereto, and said owner, and the person or entity in possession of the premises if other than the owner, severally and jointly, shall accept and abide by all of the provisions of this chapter, or of any other ordinances, rules, regulations, and directives of the village applicable to water service. The owner shall also meet all applicable requirements of the state including, but not limited to, those contained in the EPA rules for public water supplies (35 I.A.C. parts 651 through 654) and the Illinois Plumbing Code (77 I.A.C. part 890).
