It shall be the duty of the President, at the first regular meeting of the President and Board of Trustees, in the month of May in each year, or as soon thereafter as may be, to appoint five standing committees of the President and Board of Trustees, and shall designate the Chairperson thereof, each of said committees to consist of not less than three Trustees, which shall be as follows:
(A) First: Committee on Finance and Supplies;
(B) Second: Committee on Sidewalks, Streets, and Alleys and Public Grounds;
(C) Third: Committee on Waterworks;
(D) Fourth: Committee on Sewer, Parks, and Light; and
(E) Fifth: Committee on Ordinances.
