§ 151.23  MANNER OF GRADING.
   Whenever any boulevard is proposed to be constructed, it shall be the duty of the Village Superintendent of Streets to do the necessary grading of the street outside of the boulevard, and set the curb if one be required, surplus dirt if any used in filling the boulevard thus provided for, and  the owners or occupants of adjacent property to furnish the materials for setting the curb if one be desired, and the balance of any dirt that may be necessary to bring the boulevard to proper grade, as hereinbefore provided, and either sod the same, or sow the same, with grass seed as soon after the grading is done as the season will permit.
