Whoever shall place, throw, or leave, or shall cause to be placed, thrown, or left, any obstruction or encumbrance in or upon any street, avenue, or alley, except as shall be authorized by ordinance, shall be guilty of a petty offense for every day that he or she shall neglect or refuse to remove such obstruction or encumbrance after being notified in writing to do so by the Superintendent of Streets.
