(A) No contractor, builder, or other person shall encumber any street, alley, or sidewalk in the village with building or other like materials without a written permit from the President therefor, nor shall he or she, or they, except in case of necessity, and then for a short time only, encumber or obstruct more than one-half of any sidewalk; nor shall such obstruction continue, in any case, longer than necessary in the diligent erection of such buildings, or the prompt execution of the work.
(B) Whoever shall violate any provision of this section shall be guilty of a petty offense for every day after the first conviction that he or she shall continue in such violation.
