§ 151.01  EXCAVATIONS.
   No person not authorized by the President and Board of Trustees, or by ordinance, shall make any excavation in any street, avenue, alley, sidewalk, or public ground within the village without first obtaining the permission of the President or the Superintendent of Streets.
