(A) There shall be, and is hereby created and established, a Board of Local Improvements of such village, which shall have charge of all local improvements in said village, which are to be paid for wholly, or in part, by “special assessment” or “special taxation”, according to the provisions of an act of the legislature entitled “an Act concerning Local Improvements” approved June 14, 1897, and the amendments thereto.
(B) The said Board shall consist of three members, of whom the President of said village shall be one member, and shall be President of said Board; the other two members shall be the Chairperson of the Street and Alley Committee, and the Chairperson of the Committee on Fire Department and Water Works.
