§ 91.21  NOTIFICATION.
   The Animal Control Warden and any Assistant Animal Control Warden shall notify the owner or keeper of any impounded animal, in writing, of the impoundment. If the owner or keeper of such animal is not known, the Animal Control Warden and the Assistant Animal Control Warden shall make reasonable effort to locate and notify such owner or keeper.
