Upon receipt of a report of violation of § 90.01, the President shall direct the Clerk to cause to be served a notice, in writing, either by personal service or by certified mail, return receipt requested, upon the owner and occupant of any lot, building, premises, or item of personality in or upon which any nuisance exists, requiring them to abate the same, within ten days, in such manner as the notice shall direct.
