§ 14.10.010 UNLAWFUL TO OBSTRUCT OR ALTER FLOW OF COTTONWOOD CREEK; EXCEPTION.
   (A)   It shall be unlawful for any person to:
      (1)   Place, deposit or permit to be placed or deposited any debris, fill, sand, stone or other material of any kind or nature, within the banks or channel of Cottonwood Creek;
      (2)   Construct or place any ditch, pipe, culvert or artificial watercourse which shall collect and divert the flow of surface water or drainage into said creek;
      (3)   Fill, obstruct, dam, direct, or otherwise change or alter the flow of said creek; or
      (4)   Alter or interfere with the contour, slope or fill of the banks of said creek.
   (B)   (1)   If work is required to alleviate, repair or otherwise perform one of the prohibited acts above set forth, a permit may be obtained from the City Building Inspector upon a proper showing with appropriate plans and specifications included for doing such prohibited act.
      (2)   Denial of the permit shall be conclusive upon the applicant and work done without a permit shall be in violation of this chapter.
