The Water Department shall operate under, and shall follow insofar as the same shall be readily applicable to conditions existing in the city, the general rules and regulations of the Public Service Commission of the state, and every individual, firm and corporation receiving water from the water system of the Water Department of the city shall be deemed to receive such water under, and in accordance with, such general rules and regulations of the Public Service Commission of the state insofar as the same are applicable to the Water Department of the city; every individual, firm and corporation receiving water from the water system of the Water Department of the city in making application for water shall agree to the terms and provisions of such general rules and regulations insofar as they are applicable to the city and shall be bound thereby.
