Lands on which there is evidence of hazards, such as flooding, snow avalanches, rock falls, landslides, steep slopes in excess of 40% grade, subsidence, high hazard fire areas, high water table, polluted or non-potable water supply, high voltage lines, high pressure gas lines, air or vehicular traffic hazards or congestion, severe toxic or hazardous waste exposure, or other features which may be detrimental to the health, safety or general welfare of existing or future occupants, or where development would place unreasonable burdens on the general public, including the requirements of excessive expenditure of public funds or environmental degradation, shall not be subdivided for building or residential purposes, unless the hazards are mitigated or will be overcome by approved design and construction plans.
