No combination of truck tractor and semi-trailer, truck and trailer, or other combination of vehicles shall consist of more than two units, except that at the discretion of the City Council, they may permit combinations of vehicles of not more than three units consisting of tractor-semi-trailer-semi-trailer converted to full trailer by use of a dolly equipped with fifth wheel which shall be considered a part of the trailer for all purposes and not as a separate unit; or tractor-semi-trailer-full trailer, and no such combination of vehicles, unladed, unloaded or with load, shall have an overall length, inclusive of front and rear bumpers, in excess of 60 feet; provided that when the combination consists of more than two units, the rear unit of such combination shall be equipped with breakaway brakes.
