The penalties to be assessed upon conviction of a violation of this chapter are as follows.
(A) Upon conviction of the first offense, the fine shall be not less than $10 or more than $50.
(B) Conviction of a second offense under this chapter shall result in a fine of not less than $25 or more than $100.
(C) Any subsequent conviction under this chapter shall result in a fine of not less than $100 or more than $500 and said motor vehicle shall be impounded for a period of not less than six months.
