(A) Any person that feels particular special circumstances affect his or her ability to meet the specific requirements of this chapter may request the Public Health and Safety Committee of the city to review a request for variance from the rules and regulations outlined in this chapter.
(B) A report of the Public Health and Safety Committee findings shall be reported to the City Council at its next regularly scheduled meeting for action on the matter.
