(A) The provisions of this chapter imposing time limits on parking shall not relieve any person from the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles in specified places or at specified times.
(B) All law enforcement officers shall have the right to control stopping, standing or parking of vehicles on a temporary basis as may be required in case of emergencies or other events of a temporary nature.
