(A) No vehicle shall be driven at less than 15 mph, or more than 25 mph, within the limits of the city; provided, however, that at all times and under all circumstances, all vehicles must be operated at a safe speed regardless of the speed limit governing the particular places where the vehicle is being operated; and provided further, that the minimum speed limits herein referred to shall not apply to horse drawn or other vehicles not capable of attaining the minimum speeds herein mentioned.
(B) No vehicles shall be driven in allies, school zones and park zones at speeds more than 15 mph.
