§ 9.22.010 CITY-COUNTY CIVIL DEFENSE.
   The county and the city civil defense plan provides for an integrated city-county organization for civil defense and for operations during periods of emergency. It thereby constitutes the most effective and efficient means of meeting the civil defense needs of the city and its citizens, by making maximum use of the existing agencies and capabilities of local government within the county. Supported by volunteers and private sector personnel and resources, it could prevent or minimize loss of life and property that could be caused by enemy attack or other disaster affecting the city. The Mayor of the city is hereby authorized to approve such revisions of said civil defense plan as may be made, from time to time, if he or she deems the revisions to be necessary to meet the civil defense needs of the city and its citizens.
