No vehicles used in a parade on, upon, along or over the streets of the city shall travel at a rate of speed in excess of 15 mph, and no vehicle (with the exception of emergency vehicles) shall use any sounding signal, horn or other device, except as necessary warning as provided in Chapter 10.02 of this code.
