(A) Any applicant for a permit to use the streets of the city for a parade shall, on the forms provided by the said Clerk, state the time, place, route and purposes of said parade.
(B) The City Clerk shall determine from the information so given whether such parade is a reasonable use of the streets of the city, and that said parade does not constitute a nuisance or hazard to the public desiring to use said streets or public places, and upon so determining, shall issue a permit to the applicant for the use of the streets or portions thereof so stated.
