No person or persons, firm, corporation or vehicle shall use the streets or public places of the city for the purpose of carrying on a parade along, upon or over any street or alley of the city unless, at least seven days before such parade, they shall have applied to the City Clerk for a permit to use the streets, alleys or public places of said city for said parade.
