The state statutes shall govern in all matters pertaining to the sections contained herein. This chapter is hereby amended, by reference, whenever the state statutes are amended for those sections so affected herein and shall require no further action on the part of the City Council and the Mayor. However, to ensure that the administration of this chapter is effectively carried out, such changes in the state statutes shall be attached hereto with proper reference.
