§ 4.12.140 APARTMENT TENANT AND PROPERTY OWNERS.
   (A)   Each unit within an apartment or multi-family dwelling is subject to a separate water and sewer bill for their use.
   (B)   If an apartment or multi-family dwelling tenant fails to pay the water and or sewer bill, the property owner is liable for all charges.
